In other words, democracy is a flawed system! But that does not mean that there is not a better system, it just means that people have to use the power of their intellect under the influence of justice to seek and find and implement the better system.
How mature is humankind, how mature are the people of America? If exercising the above process is practiced by a significant number of people then it can be said that the age of maturity is close to dawning.
